Planning & Zoning Commission on board with changing zoning for proposed city center complex

Tallmadge -- The Planning & Zoning Commission has voted tonight [Jan. 3] to recommend City Council take the first step toward allowing a developer to create a possible city center complex.

The Commission has voted 3-0 to recommend Council approve a conditional zoning certificate for a property on North Avenue that would allow such a complex. Member Julie Oliver abstained because of her affiliation with Testa Companies as a real estate agent. Commission member Patrick Wack was absent.

Mota Design Group of Cuyahoga Falls applied for the conditional zoning certificate. Joel Testa, co-owner of Mota Design Group, also is the chief operating officer of Testa Companies.

In order to create the area that feels like a city center, the property that's zoned R-4 needs a conditional zoning certificate to permit residential, retail, offices, child day cares, adult day cares, educational facilities and restaurants, including fast food and those that serve alcohol.

The plans include building a mixed-use, four-story building with retail on the first floor, rental apartment units restricted to seniors on the second and third floors and condos that aren't age-restricted on the fourth floor. Private parking garages for the condos would be included on the first floor.

"Site-wide, we want to make this feel like a destination place ...," said Brett Moses, the architect with Mota Design Group who designed the city center complex concept.

The idea is to create a complex that caters to all the residents of Tallmadge but focuses on senior citizens. The plans call for incorporating the former middle school that still stands on the property, City Hall, the police department and Key Bank.
